48 Senior High Schools in the Eastern Region Owe Ghana Water Company Over Ghc1.2m in Unpaid Bills

Ghana Water Company Limited (GWCL) has lodged complaints against 48 senior high schools in the Eastern Region for unpaid bills amounting to Ghc1,298,867. As per the LI 2413 Regulation 9(1A), the Eastern Regional Office of Public Utilities and Regulatory Commission (PURC) has intervened in the matter. The intervention has led to the recovery of Ghc326,093, averting disconnection.

According to Jude Aduamoah-Addo, the Eastern Regional Manager of PURC, the commission has received and resolved 95.98% of 324 complaints lodged against GWCL and Electricity Company of Ghana (ECG) in the first quarter of 2023. Out of the 324 complaints, 274 were against ECG while 50 were against GWCL. The complaints ranged from billing, payment, poor quality of service, metering, disconnection, damaged properties, and consumer service.

More than half of the complaints were received via various WhatsApp platforms created by PURC across the region for utility service providers, customers, and the regulator. Three customers reported disputed bills against ECG, amounting to Ghc27,916, during the period. Through the intervention of the Commission, ECG adjusted the amount to Ghc27,268, leaving an outstanding balance of Ghc648 for the customers to pay.

PURC has declared 2023 as the year of “operational efficiency,” aimed at ensuring a balance between the quality of service delivery and revenue recovery to help both providers and consumers commit to their social contracts.

In a nutshell, GWCL has lodged complaints against 48 senior high schools in the Eastern Region for unpaid bills amounting to Ghc1,298,867, and PURC has intervened in the matter. Moreover, the commission has resolved almost all the complaints against utility service providers. PURC has declared 2023 as the year of “operational efficiency” to ensure a balance between quality of service delivery and revenue recovery.
